Rhiannon is a licensed Professional Engineer with over two decades of experience in disaster mitigation, planning and recovery, alongside a background in engineering design and environmental planning. She previously held senior leadership roles at FEMA, most recently as national program manager for the Safeguarding Tomorrow Revolving Loan Fund. Her expertise spans program development and implementation, translating complex legislative requirements into infrastructure solutions, and developing strategic policy, program guidance and Standard Operating Procedures for mitigation and recovery initiatives, with a track record leading multidisciplinary teams in politically sensitive environments.
